Case insensitive comparison

Documentation

Case insensitive comparison. This function is multibyte charset safe. It will consider characters boundary correctly. It also ignore case by considering the charset it used.
Returns:
true if the text1 and text2 point to the same character, ignoring the case, false otherwise.
Parameters:
charSetID - Specifies the encoding of text1 and text2.
text1 - Specifies address of text1.
text2 - Specifies address of text2.
charlen - Returns the length in byte of text1.
