Create and initialize Character Code Converter Object. Create and initialize character code converter. It also set up a converter if a doc_csid is known (by DOC_CSID_KNOWN). Caller is responsible for deallocation of an allocated memory.

Returns:

CCCDataObject Created character code converter object pointer.

Parameters:

c - Pointer to an i18n private data structure.
default_doc_csid - Default doc_csid to be used.
