Clone an INTL_CompoundStr. This function clones an INTL_CompoundStr.
Returns:
a cloned INTL_CompoundStr. The caller should use INTL_CompoundStrDestroy to destroy it when it is no longer needed.
Parameters:
s - Specifies the INTL_CompoundStr to be cloned
