New Layout: Tables

1. We could easily get bogged down in Nav4 vs.HTML 4/CSS vs. MS IE compatibility issues.

1. Parser is necessary for testing.
2. Dependancy on layout system and other frame objects working correctly.
3. HTML content attribution system
4. Correctly working style system

1. I will be the only person working full time on tables through the end of the project. If you want to help, please send me email.

1. All table code uses memory correctly and efficiently, as verified by BoundsChecker and Purify.
2. All SelfTests will be kept up-to-date as new functionality is added.
3. All documentation (Doc++ javadoc-style in header files) will be kept reasonably current
