Change the default document charset ID. This function is currently only implemented and called by the Windows platform. It will be removed in the future to keep the consistency between platforms.

Parameters:: defaultDocCharSetID - Specifies the new default document charset ID
Version:: DEPRECATED. Do not use this function.
