Returns whether or not auto-detection is available for the given charset ID

Documentation

Returns whether or not auto-detection is available for the given charset ID. For example, this routine will return TRUE for any of the Japanese charset IDs, since a Japanese auto-detection routine is available.

Returns:: Whether or not auto-detection is available for the charset ID
